The United States Postal Service has specific requirements for all residential curbside mail boxes. The USPS Domestic Mail Manual sets forth regulations and rules concerning residential curbside mailboxes. The manual describes the standards for letterboxes and other mail receptacles for the deposit or receipt of mail.

Residential Mailboxes
A residential mailbox is any curbside or wall-mounted receptacle which is used for the purpose of receiving material in which postage is paid.

Who Can Use A Mailbox
Only authorized letter carriers may place mail or packages into the mail receptacle. No part of the mail receptacle may be used to deliver anything that does not contain postage. This includes items attached to the box, hung from the box or inserted into the mail box. Any mailable material not displaying postage and found in the mailbox is subject to the same amount of postage as if it were carried by a mail carrier.

Exclusions from USPS Rules
Door slots and other non-lockable bins used with apartment mailboxes are subject to the same regulations as a curbside mailbox. Just keep in mind that a mail slot should be large enough to accommodate the type of mail the homeowner receives. If the mail slot is not large enough, then the mail carrier will cease delivering mail to the residence.

Curbside Mailboxes
All homeowners must keep the area around their mailboxes clear of anything than will obstruct the safe delivery of mail. If the United States Postal Service employee cannot safely reach in and deliver the mail, the postmaster may withdraw delivery to that mailbox.

Any curbside mailbox which is to be installed at the edge of the roadway or curbside of the street and allows it to be served by a mail carrier from a vehicle on any city route, rural route or highway must be approved by the United States Postal Service.

Every curbside mailbox should display the homeowner's name and address assigned by the local authorities on the flag side of the mailbox. The numbers and letters must be at least one inch high and in a contrasting color in neat, legible letters. If the boxes are grouped and the address cannot be placed on the flag side of the mailbox, then the house number should be inscribed on the door. No advertising of any kind can be placed on the mailbox or the mailbox post.

Mailbox Sizes
There are regulations regarding curbside mailboxes. A curbside mailbox can be one of three size for residential mail: small T1 (C1) size is approximately 5 inches wide by 6 inches tall and 18 ½ inches long, Medium T2 (C2) size is approximately 6 inches wide by 7 inches tall by 19 inches long, and the Large T3 (C3) size is approximately 8 inches wide by 11 ½ inches tall by 22 ½ inches long. The "T" stands for Traditional and the "C" stands for Contemporary. The dimensions reflect the minimum interior size.

Lockable Mailboxes
A locking curbside mail box will help to deter most thieves from stealing your mail. Many residential mailboxes are available with a built-in locking mechanism. If your mailbox is not equipped with a lock, you can purchase one from several online sources. Locks are essential for deterring thieves and are extremely important when the homeowner is away for several days and unable to retrieve the mail. Also note that the U.S. Postal Service will not open locked boxes nor will they accept a key for that purpose. Locks can be installed on both post and wall mounted mailboxes. When installing a lock on an existing mailbox, make sure your mailbox is strong enough to withstand an attack. Lockable mailboxes should be large enough so that if the homeowner is away for several days, it can accommodate the overflow of mail.

Novelty Mailboxes
Novelty mailboxes are mailboxes that have been dressed up or decorated in some fashion. The same rules and regulations apply to novelty mailboxes as do pre-approved and custom-built mailboxes.

Where to Place A Residential Curbside Mailbox
All curbside mailboxes must be placed in a safe and convenient place. The box must be on the right-hand side of the road in the direction of travel of the mail carrier's normal route. The box should not be placed where it places the mail carrier in a dangerous situation or drive on the incorrect side of the road or violate any traffic laws.

The curbside mailbox post should be positioned 6-8 inches from the curb and approximately 42-46 inches high measured from the lawn to the top of the installed curbside mailbox, not the top of the post. If the post has a vertical arm, the arm should not extend any closer than 6 inches from the curb. When installing your new set, make sure your set complies with these regulations.

Wall Mount Mailboxes
The USPS does not have rules or regulations for wall mount mailboxes, however, you should notify your local mail carrier before installation to ensure proper placement of the mailbox and check for any local codes or regulations governing placement of the mailbox. The product should operate easily and nothing should obstruct the opening and closing of the lid. Also check with your home owners association to see if they have any rules or requirements which you need to comply with.

Building Your Own Mailbox
All custom built curbside mailboxes must meet the same standards as approved mailboxes. Custom built mailboxes should have a flag on the outside, strength, durability and quality should be comparable to approved mailboxes.

Be cautious when building your own mailbox and post. Approximately 100 motorists are killed yearly in collisions with curbside mailboxes. Some posts are mounted in concrete or constructed of indestructible materials. In a collision, a motor vehicle can be severely damaged and its occupants injured or killed.

Mailbox Post
Mailbox posts should be neat and made of material that can adequately support the mailbox. The mailbox post may not represent effigies or caricatures that can disparage or ridicule anyone. The mailbox can be attached to a fixed or movable arm.

How to Install Your Steel Locking Mailbox

!±8± How to Install Your Steel Locking Mailbox

Materials you will need:

Adjustable wrench Level Four rocks or bricks 2 bags of concrete Bucket or wheelbarrow in which to mix the concrete Water Spade and shovel or post hole digger These instructions

Assembly

Your mailbox and post come with four carriage bolts and washers and acorn nuts. With these you will insert the bolts through the underside of the post plate. There are holes already drilled in the bottom of the mailbox and the plate. These holes match up. From the inside of the mailbox place the washers and acorn nuts onto the carriage bolts and tighten them with an adjustable wrench.

Installation

Since the U.S. Postal Service requires certain height and distance from the street you will follow those requirements. Mailboxes must be installed at a height of 41-45 inches from the surface of the road to the inside floor of the mailbox or the point of mail entry for locking mailboxes. Mailboxes must be installed 6-8 inches from the front face of the curb or road edge to the mailbox door. First, measure and dig the post hole about 6 inches deep and 20 inches square so you will have a solid platform of concrete at the top of the hole. Third, wedge the four rocks on each of the four faces of the post to stabilize it. Next, level the post before the concrete is poured. Pour in the concrete. After that, you may attach the mailbox to the post. Be sure to lean the mailbox slightly forward when installing it so that rain will run off. It is correct at a level of a half bubble forward lean.

This will be the last time you will ever need to install your steel locking mailbox. It will serve you for many years to come.

Remember to keep your mailbox locked. The mail carrier does not have a key. Only you have the keys. It is important for you to keep your key number is a safe place. Then, if you lose your keys you can order new keys.

Maintenance

Maintenance is simple. Every now and then you can clean off the mailbox and oil the hinges on the front door. Your mailbox will stay looking great and working smoothly. That is all you will need to do. Even if your steel locking mailbox gets dirty, it will always prevent mail theft and will stand up to any impact from would be vandals.

Along many country roads we see lone mailboxes as well as groups of traditional mailboxes. These are the mailboxes of the past. They are close to the roadside and some distance from a home. These mailboxes of yesteryear may be single or grouped together and have been convenient for mail carriers. Presently, we are finding that mailboxes still seen along country roads are also convenient for mail thieves. All are in jeopardy. In Juniper Canyon in Oregon on October 28, 2010 hundreds of cluster mailboxes were vandalized and the mail stolen. These were locking mailboxes. The thieves just pried them open in the dead of night. They don't need keys. They can just take off the back panel and have access to everyone's mail.

Vandals, often bored teenagers, make a sport of smashing mailboxes along country roads. Kids are successful in smashing the mailboxes because of the flimsy construction of so many of them.

Today, with the escalation of mailbox vandalism, rural residents are replacing their old mailboxes and investing in vandal proof, pick proof models that stand up to the insults of the teens' Saturday night batting practice.

There are several good designs to choose from. There are locking mailboxes made from steel. Take care to note the thickness of the steel. Some popular models are constructed of 18 gauge, or 14 gauge or 2 gauge steel. Although it seems that 18 being a higher number than 14 or 2, you would think 18 is thicker. The truth is that 2 gauge is one fourth inch thick and that is stronger and costs the manufacturer more than either 18 gauge or 14 gauge. You get what you pay for.

Rural residents are interested in the stronger mailboxes, as school buses, extra wide farm equipment and even a guest car backing out their lanes can total the mailboxes of the past.

There are electronic locks that operate on double A batteries. There are locks with keys, some tumbler, some tubular. There is even a locking insert to consider if your mailbox is already a sturdy one.

If you buy a steel locking mailbox for the country roadside your worries will end. You will never need to buy another.

We've all read about the coming paperless society, but from where I stand I can truly say it not only isn't here yet, but it isn't coming in its full predicted splendor any time soon. 

Every place I go there is more paperwork than there used to be. Some of it is done electronically, but then they print out a copy for their records and one for me to take home. While I am bombarded with electronic messages, I am still overwhelmed with forms and more paper mail than ever. With the increasingly litigious nature of our society, companies require more statements, more right-to-privacy paperwork, more disclaimers, more signatures recognizing that  the disclaimer was received, read, and agreed to, and so on. In many offices, support staff makes copies of blank forms which they are sending to clients, just to document what was sent. Not too paperless if you ask me.

So, other than the obvious inconvenience of the whole thing, what does this mean to the average person? It means both opportunity and need are created. The opportunities are those involved in the paper industry; from growing lumber for paper pulp, to investing in paper manufacturing and distribution, to the retail end of supplying and marketing paper, paper products, and printing products. While many newspaper and magazine companies are struggling, look at different areas of the industry:  Never before has there been such a need for copy centers and high-end printers for business and home use.

On a more personal level, some of the need that all of this creates is for storage, retention programs, and secure disposal of sensitive material. The home office product industry continues to grow. People are buying more attractive file cabinets and storage mechanisms to put in their homes because there is so much more paper to keep than ever. Recycling has become the watchword and people are eager to find appropriate systems to handle the recyclable materials that multiply faster than dust bunnies in their homes.

Almost everyone seems discouraged by the amount of paper that flows from the mailbox into their homes on a daily basis. As a result, time management experts continually address the subject by recommending that people arrange a suitable recycling system right where they come into their homes, so that mail need not be taken any farther into the house than is necessary. Some experts recommend that that system include not only a container dedicated to paper for ads and junk mail, but also a shredder...right there near the door...for sensitive material. Sort and dispose of all that you can immediately, rather creating piles of papers which you plan to attend to later.

Don't let the endless stream of paperwork that our paperless society keeps sending you get you down. Create a secure and environmentally friendly system for managing it that works for you. And remember some of the little things that can still make you eager to get your mail: a pretty mail box with flowers around it, the personal note on sweet-smelling stationery with photos of loved ones enclosed, checks, birthday cards, and even the occasional package. Suddenly it sort of makes me glad that we aren't paperless yet. I think I'll go write a note to my dear old Aunt Ruth!
